Commercial Spyware and Human Rights: A Study of Pegasus Surveillance Technology

By Patricia Reignhart | May 20, 2026 | 6 min read

The Pegasus surveillance technology is a spyware developed by the Israeli cyber-arms NSO group. Surrounded by controversy and debate, Pegasus is spyware marketed to combat crime and terrorism. Without the need for external actions to be infiltrated by the spyware, Pegasus is able to access IOS and Android devices remotely and gather all kinds of data and information simply from accessing the user’s device. Pegasus has a wide range of capabilities and software updates that are generally capable of monitoring texts, accessing passwords, information gathering, and device surveillance.

However, with reports of the misuse of the spyware, sparks concern. The issues of civilian safety, privacy, and human rights raises anxiety among the public. Numerous reports of being the target of usage of the software from journalists, politicians, and activists, Pegasus is identified to be a weapon against Human Rights.

With multiple testimonies of victims experiencing the targeting of the Spyware, public concern and movements start. The exploitation of multiple figures worldwide keeps people alert and wary of being targeted by the spyware.

Victims that have experienced this exploitation include Jamal Khashoggi and his inner circle, Roula Khalaf, Lama Fakih, and many more individuals who oppose certain political stands, advocates of Human Rights, and stand against the abuse of power by those who are sitting in authority.

“It is no accident that governments are using spyware to target activists and journalists, the very people who uncover their abusive practices,” a statement from Lama Fakih. “They seem to believe that by doing so, they can consolidate power, muzzle dissent, and protect their manipulation of facts,” she adds. Further supporting the claims of abuse of power using Pegasus by government clients who have bought and used the software against those who speak out against them and their actions.

With the growing concern over the rights of individuals, in cybersecurity we must always prioritize the privacy and safety of each individual in cyberspaces. This spyware takes away the principles of cybersecurity. Individuals who are in the digital world should be secure in their safety online and not be worried about the unsolicited monitoring by the government and officials who abuse their power over civilians and those who speak out for what is right.

Pegasus is a spyware that affects not only a person’s digital life, but also their personal life and their freedom to express their standings. The effects on people’s lives putting them in danger is a cybersecurity dilemma that must be addressed and put to a stop. Government Officials who are guilty of using this spyware should be held accountable for their misuse and abuse.

Human Rights are for all people. Practicing the freedom, the ability, and the respect of everyone should be upheld. Cyber Softwares that challenge and threaten the safety of individuals should be moderated and be used accordingly. Cyber Technology should not be used as a tool for hate, but a tool for improvement and progress.
